I do not do many report mods, but have a few to do.
Issue one, how can I zoom in on a report so I can edit it?
Currently 35mm x 35mm on my screen.
Issue two, where is the mm toggle so I can enter sizes in mm?

You don't write, which version of RP you use - 2 or 3, which subversion...
In RP2 any designer report is a normal window, so i use the mouse to adjust it's size as i wish.
In my File/Properties/ReportPro the metric box is checked, and my reports show metric rulers...

2.3 I think, and perhaps 2 is not that flexible, having to use an online calulator.
Anyway I very rarely do reports, as I normally do the coding!

What means "i think"??
Start your designer, the caption will tell you, what you have, so no need "to think". 2.3 is rather old, but even my 2.17 had no problem with metrics.

Can you inspect the properties of the ReportPro DLL and let us know the version of this DLL
