Dick,
I have an Intel Killer E2600 Gigabit Ethernet Network Card. This Interrupt Moderation may be not available in all cards.
Intel explains it: "Interrupt moderation allows the adapter to moderate interrupts. When a packet arrives, the adapter generates an interrupt that allows the driver to handle the packet. At greater link speeds, it creates more interrupts, and CPU utilization also increases. It results in poor system performance."
To Change the setting:
Go to Adapter Settings.
Right click the adapter and select Properties.
In the Networking tab, click Configure. ...
In the Advanced tab, select Interrupt Moderation and choose Disabled, then Apply.

That is quite achievement to find this. What brand of Ethernet card did the client have and how did you switch the property off?
Other thing that intrigues me: was it just a new Pc with this "problem" ethernet card or does W11 still play a role?
