I don't know whether it would be suitable for your project(s), but I've been using a program called Xojo for web development. You can see an example of a simple web app here: https://www.setonhome.org/admissions/conferences/
I think Xojo is very good and also close enough to Foxpro that's an easy transition. The only downside is that I don't think there is any free hosting service for Xojo applications, so I've been paying $25 a month for hosting.

Hi, I think 1st it has to be clarified , what is a web app.
Something for the browser : static or dynamic or a real native app.
Or is it a replacement for the reporting engine.
After having a lot of iterations, I came back to the simplest solution.
Replace the dynamic part, with a extension in the current app to produce static html, pages , put in the cronjob and gen the pages on a network share. The world is now open for Crossplatform Webserver or simpler browser on every workstation.
This solves also the backup and security questions. Not a one fit for all solution , but it is KISS and works always.
Dynamic creation is cool, but It will it work , when you have network issues or the table is crashed.

Everyday I read the web, there are more tools and plugins around , growing everyday.
And it is also question of time.resources and money.
If you stay with X# and .net I suggest to use something from .net.
Next question is hosting, security patches, usage internal external etc...

Is it internal, why not keep the desktop with remote date, or run the app inside a terminal server.
And if you want to start, use something like Adobe XD or scratch.io for prototyping.

Started Web Dev with html 1.0 and early java versions long time ago, moved to portals based on J2EE, PHP, Python, and ended up with this simple solution ( for my in-house tools).

HTH
